If anything, that’s going to create headaches for cyclists. The easy and low-cost response for rural municipalities is to just prohibit bicycles from using the roads at all.
The case points to an issue cyclists face all of the time. Do you do the legally correct thing, or the safe(r) thing?
And it puts Ford in a tricky place because this isn’t a Charter case where he can rail against activist judges. He might actually have to take a position on something unpopular.
