Short and tight poodle perms are on older women here and that would def look a bit odd on a younger person, but I’ve seen some younger people Koreans with curly/Hermione type hair here and it was almost always incorporated with a certain casual/indie/fashionista clothing style. It’s seen as youthful or eclectic and natural by those who embrace it. Usually artists and musicians are the type you see with curly or wavy hair.
