      The comparison between Panama in 1989 and Venezuela in 2025 is seductive. But it is fundamentally flawed. The Panama analogy persists because it’s emotionally satisfying for U.S. hawks: swift action, minimal cost, moral clarity. But Washington cannot invade its way to desired outcomes in Caracas.
