Probably flour moth larvae: not a direct health hazard, but they can get into bags of dry ingredients like flour or oats. Check all of your foodstuffs, even if you have never opened them: if you see any larvae in them, or webs of very fine white threads, throw them out immediately.

how big are they? It’s hard to see with this much zoom. Could be anything from moth larva to dermestidae larva. demestidae are pretty easy to get rid of. Annoying and a long term game, but easy.
