There is absolutely going to be an oil pipeline on this list. Smith and Carney have been in high level discussions and Smith kept saying they expect to announce something by the Grey Cup together.
Holding it in Prince Rupert might give us hints. Local stakeholders there have been clear in their public statements that they’re categorically opposed to the northern route, so unless Carney has managed to negotiate with a number of these groups without a leak, they’d be taking a big risk on optics holding an announcement there for a northern route.
Hosting it in Prince Rupert likely points to a southern route, where they can best enjoy the optics of national compromise, and expect positive reactions from the crowd.

I wasn’t convinced that this batch of major projects would include a pipeline until I read this quote from Poilievre. On a serious note though, I could see this batch including the highspeed rail from Toronto to Quebec City since I believe it was absent from the last batch
People thinking it’s a pipeline to Prince Rupert are wrong. The port of Prince Rupert has talked about a third berth for years and all the surrounding infrastructure for it are done or close to being done.
Second, a pipeline to Prince Rupert does not make any logistical sense when compared to a Kitimat terminus. So I highly doubt that they will announce that a pipeline to PR is in the works.
