For extra context: This country’s been plagued by corruption so bad that the country lost around 5 billion US dollars from flood control projects that turned out to be ghost projects. This country ain’t prepared for something like this to say the least, even less so after a previous storm AND earthquake hit the area that was already affected by where the eye is believed is to strike.
