I feel like average isn’t very useful for these kinds of maps. A firefighter/cop/teacher/etc are going to have different earnings and cost of living in rural California vs LA metro area.

The trend indicates that jobs like librarian (which requires a master’s degree) and teacher (which requires a bachelor’s degree) pay more than jobs that don’t require a degree
It’s not an apples to apples comparison when certain roles being compared require you to take on debt and others don’t

How does this average reconcile volunteer or semi-professional fire departments, who only get paid on a per-call basis? Or is this only looking at full time professional departments, or pulling full time employees of any fire service regardless of professional vs volunteer?

I assume these are based upon salary. Where I’m from the perks– primarily pension plan– can effectively increase these numbers at least fifty percent over the course of a career.
