Looks like Başakşehir/İstanbul. Colorful apartments in the back are named Kayaşehir if I’m not mistaken.
You could tell me it’s in pretty much anywhere in Turkey, and I’d believe you.

This reminds me of Cedit/Kocaeli though I have ever been there only once.
The big building in the background is Üç Şehitler Ortaokulu (at least the construction of it), which is in Eyüpsultan, İstanbul. Searching around the perimeter will probably give you the exact location
