Virginia and all US submarines use HEU fuel, which are weapons grade. This level of enrichment is required to guarantee maximum engine performance above all else, but it also allows the complete sealing of the reactor core. It would take a lot of changes for these subs to adjust to using low grade uranium (that Korea can get access to) which have entirely different performance envelops as well as the need to cut them open periodically to refuel. By that point they will be very different subs from Virginia, is my expectation.
(Or this is actually a secret plan to obtain weapons grade uranium all along for nukes while using nuclear submarines as a smokescreen)
