The proposed system would have actively encouraged evictions on good tenants which is never ideal.
The current rent control system is not working though and is just another way the ladder is being pulled up on new renters.
Rent control without rent control on vacant units (which was eliminated in the 90s) is a half-assed system that only benefits older people while younger people still need to pay market rents.
Rent increases as a % also punishes new renters as 3% on $2000/month is going to be a far higher monthly increase than a 3% increase for someone whose paying $800 on a unit rented out 20 years ago.
I’m glad we’re not eliminating rent control but the current system isn’t acceptable either.
It seems like Ford’s government is giving up on any attempt to comprehensibly reform the housing/urban-planning system in Ontario in any area. Whether it be zoning, rent control or lease agreements his government has largely left the status quo in place besides handing out favors to developers he has connections with etc.
At this point, I think the only thing that makes Ontario & most other provinces less NIMBY is targeted federal transfers to get & keep provincial government’s onboard.
