Der Inuit-Verband möchte, dass die nächste Nunavut-Regierung Inuktut zur Hauptsprache macht

I’m not sure I understand that correctly. The official languages of Nunavut are: Inuktut, English, and French. Inuktut is also the most commonly spoken language in Nunavut. In a nutshell, Inuktut is already the de facto primary language of Nunavut and most of the time, Inuktut is the first language written above the other ones.

On the other hand, it would not be very efficient to focus only on Inuktut since it could make all access to generic Canadian services (those not specific to people in Nunavut, but available to everyone in Canada) even more difficult than they already are for people living in remote communities.

Promoting the learning of Inuktut for younger generations is a noble thing, but it should NOT replace the possibility for them of learning English. Doing so would essentially disconnect these youth from the rest of the world (except maybe Greenland). So what would Nunavut gain by making Inuktut the „primary language“ more than it already is?
