1. Someone who is unable to find a job, and receiving little to no benefits from the state (due to lack of ID)

3. And now will have a criminal record, making it even harder for him to get a job (on the premise he gets an ID), thus potentially dooming him to a long life of being homeless.
The law is fucking stupid. Either help him back on to his feet to be a productive person in society or the person has to be deported to their home country.
Turns out he’s a foreigner. If he is from the EU he must be deported to the EU country in question. If he is a third country national, he must be deported if possible to his home country. Malta is not the country to come if you cannot support yourself. In the case of someone from Malta, it is illegal to actively beg and live a life of vagrancy. Police will offer you a support program which requires abstinence from alcohol and drugs, and should you refuse, you may be held in detention for up to 3 months

Xi dwejjaq ta nies. Instead of getting more people to live here they would be better off finding all the homeless people and refugees and training them to work.
What use is putting this man in prison? Best case scenario he leaves prison and is homeless again, worst case scenario he meets some criminals in there and sets off on a new career…
