I’m going to guess that this coincides with both the start of the „autism epidemic“ as a concept people began to worry about, as well as just general conspiracism starting to take off in early 2010’s.
I’d look into what places opened or changed ownership in 2015 and 2016, especially in the cities in the data that have large numbers. I would be immediately suspicious of any of the „troubled teen“ cult organizations, if they opened that year, but private mental wards changing ownership would be another possible route to pursue too.
