What you see is just valves. They can come from or towards your heating system.
The upper valves are open (handle same direction as pipes), the bottom 2 are closed.
But better to contact your landlord or plumber.
We don’t know how your system is set up. It is possible there is not enough water in your systems and then these valves can be used to add some, but then there should be a pressure meter somewhere. Don’t add too much or your room will be flooded.
