The most challenging part is rare earth is non-profitable. It is a small market about a billion dollar, but require huge investment. And the export control is not export ban, most companies can get it from China.

You can’t unless you want to do the dirty mining on EU soil which given how much the EU blood pressure goes up for putting glass in the wrong waste bin I doubt is on the table.

Is the EU planning on fixing the biggest, issue, refining capacity, with often quite polluting refineries as well? That is the real bottleneck of rare earths, not the mining but the refining.
