Reagan, like every other modern President was a hypocrite on tariffs and free trade.
There was a good editorial cartoon during the original Free Trade debate that depicted Reagan as both a bible thumping preacher preaching the virtues of free trade by day and a cartoon torturer by night enacting protectionist measures.
