If everyone under 50 voted, theres a small chance this could happen.
But retirees and pre-retirees want OAS. It’s free money. They’d never vote against it. And they’re the largest voting block.
Axing senior handouts is political suicide.

Once TFSAs get more mature we’ll need to rethink this as there is no tax revenue from these account which could be worth millions for some people.

I very much support lowering the claw back limit, $100,000 is a fine first step. But I am fully against raising the limit.
At 67, about 40% of my relatives have died by that age; the long lingering affects of colonialism and poverty make our Indigenous lives shorter. And it’s not just Indigenous folks who have shorter life spans, its most folks at or below the level of poverty too.
Raising the rate would definitely save money, but at the expense of people most in need.

OAS should probably not exist. Low income seniors can get the GIS, which should be made better. CPP anyone can get if they paid into it so that’s fine for them.
But for OAS, why are we paying general revenue/debt to non-low income members of the richest generation in human history?
