Edit: Realize he is expressly saying here that he will send troops based on who is elected rather than an actual emergency or crime happening. This is exactly why sending the National Guard to all these cities is being pushed so hard and DHS is lying to make cities sound like a warzone. He wants to use the military as a tool of political intimidation.
