It’s just sad.
Reading the article they had many aggressive dogs kept in bad conditions. And I imagine the kid wasn’t that well cared for either.
Not a banned breed surprisingly enough. However if you Google the breed (Cane Corso) you get this article on the Guardian about they are replacing the XL bully breed since they got banned.

I am personally in favour of bringing back the dog licence.
Tragedy really, people need the realisation that dog’s are animals and animals are stupid and can react randomly in any given situation, this is one of the reasons we need to enforce a „muzzle in public“ law for all dogs.
We desperately need to introduce dog licensing.
Make the barrier for ownership high enough to weed out negligent owners.
Mandatory yearly checkups, mandatory owner training before a license is granted.

The law isn’t strong enough in this area. And 3½ years in prison (so in reality less than 18 months) isnt enough.
Parents probably insisted that their dog was a big teddy bear and never harmed anyone
There are so many „cute“ videos on social media showing dogs and babies in terrifying situations, where owners and most viewers/posters cannot see the signs, and get really pissy when it’s pointed out to them.
