      The taken factory are just use to finished the unfinished products that comes from Guangdong chips factory. It’s like you buy a car and overseas factory shipped your car to local car dealerships and you pick it up there.

      Among other things; Managing director (Chinese) bought 200milion worth of materials from a (flailing, China based) sister company, whereas 50-70milion would’ve sufficed for multiple years of production (read: money unnecessarily leaving the local economy, hurting the business, propping up its sister), complaints from the board were met with reprisal firing of said board. This is what ultimately spurred the actions of the government, whilst security of financial health, data and supply were already under scrutiny, but no real course of action available that wouldnt be perceived as anti-China. That said; US did sanction this business as well, for it’s troublesome ties to China.
