I’m not an expert but average per capita may not paint the full picture.
Would be interesting instead to have stats about the portion of the population that drinks.
I.e., if everybody drinks a little, it’s less problematic than if a third of the population drinks heavily, but the average per capita won’t give you this info.

What is the unit here, 40% alcohol? Pure alcohol? Very hard to get the scale of anything without unit…

I don’t know how true it is but I’m sure this does not take into account the sheer volume of homemade alcohol made in every village. Most people in villages make tuica or palica from whatever grows in their garden, either to not let it go to waste or because having 100l of homemade alcohol is cheaper than buying. Some people use it to “buy” work, what I mean is that a lot of drunks will prefer to be payed in 1-2l of this stuff with a hot meal for a days work, repairing a fence, digging a hole, whatever is needed.
Thats why I think the true number is waaay higher but it should apply to all eastern countries as most have the same model of making it at home in the countryside.
