It’s a cover for the real secret vessel that was docked underneath that acts as the floating embassy of the land dwellers to the Atlanteans.
It’s often not noted upon but foreign military vessels are pretty common in Cork. I’ve even been on a Russian one a few years back.
Remember, Russia tapping subsea cables is bad but when the Americans do it, it’s fine
