LA treated it like a seige- just persistent in the protests, ended up driving ICE out of several hotels, and did not react to provocation, eventually just outlasting the National Guard deployment
Chicago is definitely more reactionary and has had several large marches, with people confronting ICE more as ICE gets more aggressive. There’s a ton of small incidents, like bike man.
Portland is very intentionally making them look ridiculous. The chicken suit guy with Noem is pretty much the vibe. They know the more ridiculous they look, the worse the „war“ narrative looks and are embracing it
