My understanding is that this is due to the fact that nato and defense spending is very unpopular in Spain due to Spains location in Europe, Russia is not seen as much of an immediate threat.
Hungry is another source of concern in nato but that is due to current cleptocratic regime.
Spain is never going to spend on defense as per the agreement the way trump wants it to.

Spain is not showing much solidarity but they are very far from Russia so it’s somewhat understandable that they don’t want to pay much.
It’s better to have Spain in NATO with 1% of spending on their military than not having them in NATO, but the risk is that if Spain gets away with this, it might inspire other countries to try to free ride.
It’s honestly a tough choice, but I think it’s fair for the EU to not offer Spain any kind of financial assistance in the future if they are unwilling to help European allies in our collective defence efforts.
