To me it seems unclear if he’s saying 20% in total or if it’s another 20% on top of the earlier devastation. What’s the current capacity compared to the total potential? I’ve been seeing numbers suggesting Russia lost as much as 40% earlier, so another 20% on top of that would be huge.
They can kill the supply line that they are paid handsomely for free, no?
