Prior to 2019 there was no law which guaranteed federal payment and Congress would authorize payments after each shut down. Later in 2019 a law was enacted guaranteeing those payments in the future. That law remains intact and an Executive Order cannot overturn it.
I was actually agreeing with this until I read that it’s actually a law that they receive back pay.
