Although the Speaker traditionally swears in Representatives, it is not required. Any judge, justice or the peace, or notary public is authorized to do it.

The “swearing in” of duly elected members of The House of Representatives should not be required. The voters of that district elected that person and they have a duty to represent their constituents. That seat is theirs whether the Speaker likes it or not.
