The US isn’t the center of the world. Other countries can make a large difference in AI safety.
It wasn’t the USA or the USSR that started the Nuclear Non-Proliferation Treaty. It was Ireland pushing it forward at the UN. It was South America that showed it was possible to do something like that with the Tlatelolco Treaty.
The same can happen with AI safety. We don’t need to wait for the US federal government.

Global economy… If the US will want to operate in those environments, store data there, they’ll be compliant with local laws and regs…
US companies must comply with GDPR, for example, or data sovereignty, requiring French data to be on servers in France, for example
