Das schottische Parlament ist Plan für Hundediebstahlsgesetz

Agree with the Law Society of Scotland on this one, it seems pointless to have this as a new offence when the existing legislation already covers it. I am a huge dog lover, but the current legislation can already hand out a five year prison sentence, so why not just consider the theft of a dog an aggravating factor instead?
