Yeah, it was also very clearly told (and obvious) in the call for proposals (appel d’offres) that it would have to be done in French..
They should have adjusted their bid accordingly and shouldn’t be a reason for any extra cost honestly.
At some point, when you are told what needs to be done and it doesn’t change along the project, the client shouldn’t be liable and shouldn’t be expected to pay for any extra complexities you didn’t recognize.
There is definitely criticism to be made against how this project was handled by the government but the use of French really shouldn’t be in that list.

I am working with a company based in Toronto who have an easier time updating their product to conform the language law. They key, they hire native french speakers for the translations.
This kind of shit should been caught at the demo of the UI, ideally before. Is the CAQ trying to fail?
Low bid, sub-contracting to India not because they couldn’t find local IT workers, but because they couldn’t pay those local IT workers because of their low bid.
Surely the real issue is, once again, a government agency that can’t write clear requirements and/or a binding contract and/or hold their supplier to the terms of the contract.
IBM are vultures and shouldn’t be allowed to write a single line of code for anyone ever again. They set everything up as a project then add layers of complexity and still manage to screw it up. What should take a junior dev an afternoon takes a team of 20 6 weeks and doesn’t work when delivered.
