Moroi unterführte Beispiele für Verbrechen, an denen Ausländer beteiligt war, und drängte den Gouverneur auf seine Haltung gegenüber der öffentlichen Sicherheit. Als der Gouverneur antwortete, "Unabhängig von Nationalität oder ethnischer Zugehörigkeit werden wir fest an der öffentlichen Sicherheit arbeiten"Moroi konterte "(Ausländer) sind rechtlich anders als Japaner positioniert. Grundlegende Menschenrechte existieren für Ausländer nicht."

And he’s serving his fifth term. Glad that I don’t live in Saitama.

Now I distinctly remember this though and I talked about this before so I’m still sure this used to be a thing. But good to know at least now it’s not! Afaik he’s right though. Doesn’t it explicitly state that human rights only apply for Japanese people somewhere in Japanese law text?
This isn’t meant to absolve him, it’s still fucked up. But not just because he said it, but because I think it’s factual.
