Government should find reason why they are not attending. If it is because of the language, the government should be spending money of residents here already here in Japan instead of using money to teach Japanese to some people in other countries.

Do want to know why Japanese government is spending money overseas instead of spending them within Japan who seems to need help.

Language, bullying, you name it, Japan is difficult as it is for Japanese kids I can only imagine how it is for foreign kids.

    3. I would venture to guess some of those are children of families from impoverished countries that came here on a visa. They probably dropped out to work and either contribute to the household here or send money back to their home country.

Worst case of course is if kids of poor residents from a country all drop off and make generational poverty.
