Dogs in a group are scary. They can be so nice individually but suddenly a cat is dead or kid is killed and even the dogs aren’t sure what happened

So instead of letting the dogs get picked up by animal control he hid them. And there is apparently multiple instances with those dogs being loose now he has a warrant out for himself.
