Fixing belongs to housing company unless you live in your own house.
I don’t think you can change the knob on the twist-thing, maybe it can be pulled off.
Changing the whole rod is easy and cheap, just remember to measure the old one.

The adjustment knob/wire comes apart. The connection is under the white cover visible in images 1 and 2.
But like someone already commented, if you’re living in an apartment or a condo, you should contact the maintenance company and let them handle it. The windows belong to the housing company.
As for replacing the glass shelf, you can contact a glass retailer such as [Lasimyynti Tammela](https://lasimyynti.fi).
You need to detach the adjustment rod from the cable. At the top of the rod you see a thicker sleeve. Slide that downwards and you expose the joint. Then detach the rod. The rest should be self explanatory.
