Most US states have what they need to be self sufficient in case one or all three interconnections fail. Yes there will be a brief blackout, but I don’t think you’ll see many hard stops that require days or weeks to start up again.
The EU on the other hand is an open goal for an attack on their energy infrastructure. Basically just give Germany a gentle kick in the shins and France will be the only nation with electricity for the next few weeks.
