Die 68 EBU -Sender, um über Israel aus Eurovision zu stimmen

Is it one vote per member organization, in which case for example UK should be two (BBC & UKIB) and Sweden one (SRT)), or is it one per broadcaster, in which case Netherlands should have 14 and Germany 12? I assume the former, but the map is a mix between the two
