This stands for „Exchange,“ „Normalization,“ and „Denuclearization.“ I think it aims to 1) resume exchanges between the two Koreas, 2) normalize relations between them, and 3) ultimately lead North Korea to denuclearization.

The unfortunately named END initiative to improve relation with NK not withstanding, i do hope they work things out.
