It’s a combination of these sports officials being incompetent politically appointed and an unnecessary complex structure.
They like to make some rules that make sense to them in isolation. And then they go ’new rules, everybody’s equal‘ without realising these new equal rules don’t impact everybody equally. It’s incompetence.
