Usually no active foreign leaders ever take part to their inauguration, they treat it as an internal ceremony. So I don’t understand why Simonyan is trying to stirr up a scandal out of nowhere.
According to [this](https://en.wikipedia.org/wiki/Russian_presidential_inauguration), heads of state aren’t on the guest list. If you scroll down and read the articles on each inauguration, you’ll see that while foreign leaders send congratulations, there’s no mention of any attendance.
