Not a particularly great title, the article is about WHEN the second language is taught rather than SHOULD. Do you expose kids before 11 or after. So the government wants to introduce a bill to make it so that everyone has to teach it starting at primary level.
The sooner the better. My 8 years old son picking up French like a sponge while my 14 yo one takes it a bit slower.
