If I was a betting man I’d say a free vpn or security software.
Databrokers are used like this for buying thousands of concert tickets. As in each phone provides a normal connection. Not one that looks like it’s coming from a data centre.
Disable location services on your phone when not using it folks.

If you think this is invasive, you should probably go to your My Data tab on google and see how much data they record of the app names, duration, and other eye-opening stuff.
Apart from location settings on the device, there are other passive ways and technologies available to track people and their wireless footprint, the retail sector has used this tech for years…
I think this perfectly demonstrates some flaws in the GDPR legislation. I’ve never liked that a company can get you to agree to giving up your privacy rights by burying details in the terms and conditions. There should be rules that state that when a company wants to collect, use and share your data in a way that goes beyond what is necessary for using the app or website then there should be a very clear pop-up appearing telling you in simple terms what their intentions are. E.G..“We will collect your location data and we intend to sell it to third parties.“ ot „Any personal details you enter into this app may be sold to a third party.“
I think it’s weird that websites constantly remind you that they’re using cookies, but don’t bother highlighting the fact that they might be selling your data to someone.
All the GDPR bs for what?

You can even limit Google Play permissions and sandbox them.
Gonna be another cookies situation where you have to allow or deny permission every time you open a Web page. The Internet is completely unusable now in any practical sense.
