All that money and you can’t afford an escape plan?
Based on the article it just looks like Russians bringing in their money laundering it with fake currency exchange booths and then sending it to various people in the banking system. Kinda happens a lot since the sanctions

And usually they don’t tell the full amount, it’s probably a couple of billions in reality
