Quite incredible that this would be the inclusion? In for starters, I thought operating theatres were supposed to be clean environments and spraying your jizz around wouldn’t tend to be in good practice in keeping the place clean.

Sounds like a great place to work unless you are the patient under general.

Yeah this isn’t a fitness to practice issue surely. Sure, it’s a huge HR issue… but what medical practice laws did he break? He didn’t do anything to the patient other than keep them under anaesthetic

Pretty normal ruling for the GMC not a surprise at all. They allow all sorts of horrors happen that most people would want doctors struck off for. They also strike doctors off who are really trying for patients who have long been abused by default by the healthcare system, its really messed up. This is just a singular symptom of a totally broken system. The problems with the NHS go far deeper than just money.
