TLDR – Ottawa provided financing to BC, who desperately needed new ferries but chose not to massively overpay for ships made in Canada.
Ottawa correctly predicted the Conservatives would try to blame them for not forcing BC to pay billions more for Canadian-made boats, so Ottawa ministerial staffers did their job by trying not to let Ottawa get thrown under the bus.
