Hallo!

You can just feed them, no need to have a license or get permission.
Feed them but also be on the lookout for murderer/rapists hiding in the gardens.
Let me guess, someone tried selling you a license?
You need a cat-feeder permit from the local council (free), which would also qualify you for small assistance (vouchers for catfood).
There are fines issued to those without a permit, but in practice – I haven’t seen it happen.
If you do feed, please try to do so in areas that have been set up by other local feeders – not by neighboring homes/garages. You’ll usually find a small “cat village” with food bowls where the colony lives. Don’t feed on your own premises unless you own the property and don’t mind the cats returning for years to come.
If it’s just a treat here and there on your walks, you’ll be fine
I mean feed them if you want but if you really like taking care of cars join a cat charity and help out (leave the neutering to the professionals though 🙂 )
or even better clean up the cat poo. I live in an alley that’s used as a toilet by feral cats and I’m tired of picking up after them when I don’t care for cats and certainly never feed them.
I’ve seen some shelters with heaps of dried cat food, the cats are lying on the food Scrooge McDuck style. It’s not doing the cats any favours. Bizarre really.
