This kind of raw data isn’t really helpful on its own. Does London have more of an issue, or does it just have a larger population?
Think about this example: London would likely have higher toothbrush sales than Essex. Does that mean they brush their teeth more or just that there are more teeth to brush?
The population of London is about 3x the population of greater Manchester. Which makes this a very unsatisfactory graph.
