The City of Milan has 1.37 million people across 182 km², so Milan is unlikely to reach 3 million people with suburbs included across 400 km².

I’m pretty sure, that only Madrid, Barcelona and Paris are contenders for Athens. The Metropolitan City of Naples only has 2.96 million people across 1,170 km². Meanwhile, Berlin’s population density falls off pretty fast behind the Ringbahn.
