Making up for several decades of [deficits and underinvestment](https://pbs.twimg.com/media/Gz2FTpLWMAAnXEY?format=jpg&name=900×900). It’ll take several more decades to make up for this shortfall.
It’s worth pointing out that a lot of that spending are not in Europe but on international arms export.
