NATO should outsource this like russia does with arsonists. Just get a deal with Ukraine or independent saboteurs.
In this case, NATO should use the same approach. Erect a bunch of directional antennas, kill or spoof GPS/GLONASS/Beidou/Galileo reception for major part Russia West of the Urals and claim that they are „unaware of any such activity or operation“ and all issues are device malfunctions on the Russian end.
