Looks like they got their work cut out for them. Not enough smoking areas where people can legally smoke in easily accessible places. Also they should add signage pointing to the areas if they don’t already have.
As much as I like to berate smokers for their unhealthy life choices, we must not forget that smokers are addicts. You can’t expect them to rationally follow the law when the options don’t seem readily available.
I would also maybe make some concessions. Yes, smoking is illegal on the street, but if people are still doing it, maybe install ash trays so you can at least have the street clean? At some point, there is only so much you can try to enforce, if the people ignore the rules to the amount of 4000 cigarettes on the road, it’s time to try alternative approaches.
